But it’s not only the responsibilities of the funders. The actual research assessments policies of the institutions and researchers (social) behaviors are key as well. It not one or the other stakeholder, it’s the systemic change.

IMO we’re already progressing with this, for instance through the evidence-based cv (more outputs are recognized and therefore are essentially rewarded when a grant is rewarded. NWO actively supports alternatives that develop and create non-apc solutions. On national and international level 1/2
