Overall, 90 is probably the most scenic route. But if you start on 15 and head to Blackfoot (home of the Idaho Potato Museum), you can divert up to Craters of the Moon park, which is probably the singular most scenic option on any route. Then you could break the trip up anywhere around Boise.
