if it makes you feel better - it helped ground me - every single law I looked up banning nazi symbols, if they mentioned individual symbols, would explicitly mention the SS totenkopf. It's not obscure or crypto. Heck, look at the top of this wikipedia page

It's not limited to the 3rd Panzer division, though they also used it as their insignia. It symbolized the SS as a whole, and every SS cap had it.
