I'm looking at it more closely and it may not be a set limit - the governor has 30 days of the vacancy (so, by 6/20) but the election date is less clear.

Virginia law sets a limit on how soon an election must be held. Last time there was a vacancy, it was about two and a half months between the Congressman's death and the special election.
