They've had GREAT defenses, and not-so-great (this year) and it makes no difference.
They've had it happen with McDermott, Frazier, and (presumably) Babich calling plays

Is this primarily a scheme or talent issue? I think it’s a bit of both, but can’t figure which has the larger share, i.e., would more talented players in our scheme be more effective or if the scheme itself is the issue against top tier QBs…

The Chiefs have passable games.
The Bills defense gets ROASTED. Mahomes 4 times, Burrow once. ROASTED.
