UPDATE: Someone pointed out that the Oct 30-dated email does not specifically say they won't be paid. That said, it conspicuously omits the part that did in the Oct 1 version. So, I changed the headline...

I see your point. I don’t think it’s irresponsible to report the changes in verbiage across the emails and how they are initially being interpreted by recipients. I am changing the headline and adding that nuance to the piece, though

Such notices were sent to employees in multiple states, I learned. CDC employees haven’t received such notices yet, from sources I’ve spoken to. I’m not sure about the FDA.

It is unclear how many NIH employees received such notices, but I saw four different versions of such emails (which is one reason I altered the screenshots above—to make them less trackable, after ensuring that metadata had been cleared).
