It now reads: "Scoop: HHS email implies some NIH employees won't be paid during furlough after all." I also updated the article to add some context, including a new set of quotes from another source at HHS who believes that the ambiguity may in fact be intentional.

UPDATE: Someone pointed out that the Oct 30-dated email does not specifically say they won't be paid. That said, it conspicuously omits the part that did in the Oct 1 version. So, I changed the headline...

I see your point. I don’t think it’s irresponsible to report the changes in verbiage across the emails and how they are initially being interpreted by recipients. I am changing the headline and adding that nuance to the piece, though

Such notices were sent to employees in multiple states, I learned. CDC employees haven’t received such notices yet, from sources I’ve spoken to. I’m not sure about the FDA.

We also don't know if this will stick, because it seems...umm...not legal.

It is unclear how many NIH employees received such notices, but I saw four different versions of such emails (which is one reason I altered the screenshots above—to make them less trackable, after ensuring that metadata had been cleared).

An NIH scientist shared with Inside Medicine both the original email he received when the shutdown began and the one he received today.
