For the record, I’m not sure exactly how a proclamation functionally differs from founding legislation, other than that the president issues proclamations and congress passes legislation

When units of the NPS are created, they have what is called “legislated significance,” which is the reason stated in their founding document that they are important to American history and why they are being preserved. As a National Monument, Stonewall has a Presidential Proclamation
