The Board of the Kennedy center does not have the authority to change the name, the name was decided by congress. Same as the Department of War, they don't have the authority to change the name without congress

That's not exactly what happened. They were voting on the GOP health plan (which doesn't include ACA subsidies) and they iced out Dan Goldman because he was late for the vote. So it passed. The ACA discharge petition vote won't happen until 2026 because of the waiting period.
