Laws need to be based on actual—not potential— harm. The Espionage Act is a horrible law. Gov can stamp its crimes “classified” & no one can know. Makes whistleblowers & journalists powerless. Kills the 1A. A stamp is not proof of harm. Harm is proof of harm.
