Anime club programs started in the '90s, as a way to:
1. Build goodwill
2. Create new customers
3. Generate catalog interest
4. Mitigate piracy
Having legal access to anime reduced the need for tape trades. This feels like a bean counter saw a line item and said "Fuck them kids"
Anime fans start young and they don't have credit cards.
