I was wondering when someone would say something about this. You gotta admit—if you don’t mind breaking the law and the public is uninformed you can be a master political strategist. Dems can’t say anything because Rs will respond that they don’t want troops to get paid.

Trump has no authority to order Guard units in a Title 32 status (ie, under command of the governor but funded by feds) to go to another state. Nor can he call up Guard in a Title 32 status (DC an anomaly because its Guard is commanded by federal govt). Hence Title 10 is his only recourse.

One of the considerations for employing the military in support of civilian authorities is the effect of the mission on military readiness. For all the talk of “restoring” “lethality” and “warrior ethos” we have the equivalent of a division whose “lethality” is being degraded on the border.

Yes. But this is typical of this administration. Set an arbitrary number without any analysis of which billets could and should be downgraded. If they did that, the number of 4-star billets could be reduced—but almost certainly not by 20%.
