When lots of people sell, prices drop. When a lot of money is spent on something, the price goes up. Maybe the billionaires have decided that some of the stocks are low enough to spend money on. It's all speculation, but some of them will do well when the war is over.

He's not lying, technically, because it's whoever imports the goods that pays the actual tariff. But it is semantics because prices will go up, and consumers will end up paying for the tariffs and the added costs associated with them.
