One solution I can think of is using placements, where you would use different placements for the two types of offerings.

Ah, great question. Custom attributes are not currently available as enrollment criteria for experiments (because experiment enrolment happens upon customer creation when customer attributes have not been set yet).

Yes, they can be used together. Experiments takes precedence over targeting, so a customer who's enrolled in an experiment will get their current offering from the experiment. You can use the experiment enrollment criteria similarly to targeting conditions.
