A violent dictator from a Kremlin puppet regime, who's actively supporting Putin's war against Ukraine, lies through his teeth and spews Kremlin talking points.

They are protected against real threats and even during non-threatening demonstrations. Posters and leaflets are not a threat, even the Russians are not that hypocritical.
