A dictator doesn't have a hard time creating laws. If he is a dictator, it's a failure of Congress, Supreme Court, and the state legislatures for not keeping the power in balance.

How many of them have excess capacity or can expand capacity with a minimum investment. Hire another employee, one or two pieces of equipment. I think there is a lot more slack available than you expect.

The DOGE teams job is to recommend updates, not implement them. Planning the change, yes, but I can tell you that I have seen a couple of the systems, the VA (for example). Even on the consumer side, I can tell you the systems need an upgrade. Everyone knows this. It's not new information.
