Except they do work, in a number of countries. It's really quite simple: either everyone can be taxed more to pay for services that people claim to want, or we can accept we can't have everything and the state does less, with taxes adjusted accordingly. Everything else is wishful thinking.

Better teams will generally have more of the ball so you'd rather someone who wins a higher percentage than someone who is 'quantity over quality'. Basically if you had to choose as a top team, you'd want someone where Foden is rather than where Anderson is, although ideally they're in the oval.

It's one of them where he's a perfectly good player, but he's not solid enough to play as a 6 in a title challenging side and he doesn't affect games going forwards enough to play as an 8 or 10.

If Arsenal/City are where we're aiming to get to, then they have Rice/Foden currently playing essentially the same roles as Anderson/Wharton. Rice has 7 goals/assists in 17 starts, Foden has 8 in 11, Anderson has 2 in 14 and Wharton has 1 in 13.
