I'm pretty sure that if Trump directed a follower to murder an opponent within DC he could a) preemptively pardon the person, b) be deemed unprosecutable per DOJ policy regarding sitting Presidents, c) be immune from prosecution after his term per the Supreme Court, or d) pardon himself.
