In 1991 Hep B vaccinations were begun. That year 18,000 children were treated and some died for Hepatitis. Last year there were 10. They will change the schedule to begin them at the two month mark instead. Livers regenerate, but they can also be scarred for life making that an increasing issue

In my opinion he lied about the reason his voice is skewed. Testosterone hormone therapy will do that... he has that steroid body

Hormone therapy for low T can change a voice and it becomes permanent. I have a feeling the American people have been given the run around as for the cause of his weird vocalizations.
