Idk I'm kinda seeing this as
(!excessive bail && ! excessive fines) NOR (cruel && unusual)
Which would mean if you have no bail nor fines but you DO have cruel && unusual it passes through the NOR gate. So I think I'll ask for excessive bail and fines in order to avoid medieval treatment.
