Alasdair Roberts, for example, suggested a “two-track approach”:

The first track would focus on immediate action, the second track on the long-term, promoting a “countrywide conversation", or a "national dialogue" that would "build public support."

Undergraduate advisor of one of the larger departments here, I agree. Not sure which ones I really prefer. Also, typical "Hi Dr. Borscheck..." (after several exchanges) - I know it's not the most common name, but still.
