One thought could be:
As you cut off below the top 3 or 4 and re-rank, no delegates are cast but votes are re-proportioned. Then once you reach that cut off, 50% of ALL delegates to the winner and the rest are proportionally distributed to ALL of the top 3 or 4.

Any comedy list that has Blazing Saddles outside of the Top 20 makes me think they're viewing all their movies generationally.
