The 54% under sixth grade includes the 20% under fifth grade, but it's not clear if it's meant to be 20% of the 54%, 20% of all literate adults, or the impossible 20% of all adults ( <21% ).

The statements weren't super clear, but I think it's implying that 0.46 of literate adults read above a sixth grade level.

( 1 - 0.54 ) × 0.79

So,I think maybe about 36% read above a sixth grade level, roughly half of the literate adults.

I think illiterate is below a fifth grade level, so we should specify that 20% of literate adult Americans read below a fifth grade level and, 0.21 + 0.2×0.79 = 0.368, 37% of all adult Americans read below a fifth grade level. And maybe ~64% below a sixth grade level.

I would think that the decay of the primary currents might be a good place to start. It seems that the transpolar drift is weakening, and it looks like it mixes with the Beaufort gyre near that northern shore.
