2 is respec with gold so it is significantly more accessible early but you have to farm gold by playing yourself. Technically 1 also has this but only if you played settlers league.

That sounds like a bug. Also you can buy scrolls for 25g and there is also an NPC in town that will ID items for free fyi.

There is an option for permanent allocation (or short, free) if you are the party leader. I would test out what you prefer.
