I’d start thinking from the customer’s perspective and what problem i’m trying to solve, before getting to think on solutions. i.e. As a customer I should be able to subscribe/unsubscribe to X/Y notifications as I need to stay up-to-date with Z. Whats spam for some might be elemental for others.
