The issue I can see with this is that cyclists have to give way to vehicles. In an ideal world there would at least be a painted lane continuing up the road

Yes it would make sense to as there is enough room & ironically it's worse for cycling now. It was probably a traffic calming scheme for the purpose of slowing vehicles down with no regard / funding for a cycling scheme, despite it being cost effective to provide LA's can see it as an extra cost
