But because the inspectors were just told to fail us we didn’t have any actionable findings to correct our improve upon. Instead, we just had to chase “better efficiency” with no clear definition of what that was or what good looked like. 🧵

Now I didn’t like the guy, but the program was struggling from lack of resources (again because of sequestration), so I had hoped his plan was to use our failure as a way to argue on our behalf.
Instead, he took it as an opportunity to berate our failure and lack of progress at every turn
