For small assignments like reading responses I don't think it's an unreasonable restriction. Maybe that could be allowed but you still have to use assigned readings.

Right, I forgot that's what's more common. My undergrad involved a lot of research outside the assigned readings but I recognize that's unusual.

on the other hand the rubric did not explicitly exclude hate speech in that criterion, so it's impossible to tell if this is fair grading or illegal viewpoint discrimination

I suppose you could nitpick on what counts as a 0 on each of those categories rather than a 1/10 or maybe even 2. I just don't think that difference is material to what counts as viewpoint discrimination.
