I’m not clear on how giving the worst team a $12m drafted player exception down to the best team getting a $3m dpc would lead to certain markets not getting any good rookies. Especially if you legislate that rookies have to sign a 4-1 contract. We don’t see guys pass up an extra $35m to play in LA?

I just don't think I accept the premise that the league structures should be designed in a way that makes it so "good" and "spendy" teams shouldn't be able to reap huge benefits for those virtuous qualities they posses

1st one for sure, because you'd have to find AND THEN recruit the good players. I however don't see how this would be about "spendy" teams because everyone already pays that amount for draftees and we can just require a team to spend ~all of their pool each year.

What about make everyone a FA but say you can only sign prospects with a "draft-pick exception" and give all playoff teams lets say an $5m exception value and all non playoff teams an $7.5m exception value. Does that still lead to more prospects going to good teams and thus prem-like stratification?
