Did you add a drop of dish soap to the vinegar (apple cider vinegar is their favorite) to break the surface tension? That and covering with plastic wrap with a few holes normally does the trick for me.

We also considered having authors decorate the cork, but people thought that was too much effort — could be fun if people are artistically inclined though.
