Light drives electrons to oscilate in the direction of the electric field (aka polatization) inside the material. Electrons can't radiate along their axis of oscilation so at the extreme of Θ_B+Θ_t=90 The vertical component of the electric field is completely eliminated leaving just horizonal. 1/2
