I'm no expert but yes, in a sense, I think so. Assuming all trains travel at same speed, the limit is how closely you can run trains to each other.

With modern signalling systems I think 20 trains per hour is possible on a single track.

Add another track and you got another 20 trains per hour etc.

Not ignoring that China has a lot of HSR network that's capable of 350km/h, and is now pushing some to 400km/h.

At a rough calculation in extremis: ~40,000 people per hour per direction on a four track high speed railway.

Assuming one freeway lane carries 1,800 vehicles per hour with an average of 2 passengers per vehicle, you'd need 12 lanes in each direction I think?
