I believe we need a total overhaul of the Constitution, but I’m probably out on a limb on that - so I’m trying to think about ways to fix the more glaring Constitutional hazards.

Can an amendment redefine “state”? For instance, “no state may exist with fewer than % of total US citizens living within its borders”?
So, by constitutional definition, the Dakotas would have to combine with Montana to exist as a state?
