I have a city government phone. When I get a call on it from a scammer I immediately tell them that this is a government phone and start demanding their information. They hang up. They don’t know if it is or isn’t so try it. You have to be REAL aggressive though about it.

If we were civilized, we’d have a real proper rehabilitation system so that people could still live lives. Not just take that life, something that is super final and erases all second chances, and is often done to the wrong person anyway.
