If you limit the rent that can be charged to half of market rate when it would normally be market rate, that is halving the reward.

Again, why would developers then just not choose to build in other cities if building in other cities would make them more money? You cannot say because they are lazy.

People respond to incentives. Offering half the reward would not increase their effort. It would decrease it.

How would you get developers to build your preferred type of housing?

Do you propose government subsidizing construction? If so, why have cities like Austin seen lower rent growth without doing this? Could it be that they have much more permissive zoning and don't get in the way of development?

No housing being built would cause the poorest people to leave, not the richest. Rich people can afford high rents, the poor cannot.

If you did that no housing would be built. Businesses exist to make money.

People would be fighting for increasingly expensive housing. More people would leave for red states that actually allow building and it would become even easier for the fascists to win the Electoral College.
