They're designed to the regs to be classed as a pedelec and therefore not require licencing or even training of any sort. And there are very loosely defined rules about what counts as a cycle because it wasn't a significant issue until now. Basically they're a motorised iteration on the quadricycle

In proof good ideas come around again, This is the BROX quadricycle donated for all ability cycling. A bit of a head turner back in the 90's, and taken on by DHL in 2001 for City of London deliveries. Be keen to know what happened with this phase of business cargo cycle use. @carltonreid.com
