We rightly criticise a wealth tax for not being effective - this is the same. And a wealth tax has far more political utility!

At least with Employer NiC's it raised £25bn odd

Yes, I think it's so driven or radicalised it will just transfer to the enxt person.

I don't think its coincidental that the time for PM's to reach this stage seems to be shortening with every PM that goes by. I'm not sure anyone can survive it.

(side point is that often people come up with these ideas independently, which is why they keep re-emerging, from ideological preferance rather than factionalism. And don't do the policy work or thinking around them. Rent controls are a classic of this genre - and thats largely unrelated)

So I think there are different types of student politician. Some genuinely are there for policy and fun - and they tend to end up okay.

Others are there for Politics and become factional/tribal. That partly leads to the stuff you're mentioning because working policy isn't the interest
