The fossil fuel industry via their paid lackeys in the media and politics promote the narrative:

It's a delaying strategy. With a smidgin of truth swamped in a bucketload of misinformation.

One risk of this type of policy reversal is reducing trust in incentives. Citizens start to expect a catch.
So the next time you incentivise heat pumps folk are waiting for the gotcha 2 years later.

This is the one we are focussed on. The EU assessed it was unable to meet its GHG goals without stronger carbon pricing. Politicians with 5 year horizons struggle to act on taxing pollution. It can be done, but it's a tough sell, requiring ongoing political capital and courage.
