Of course the fairest thing in both cases would be to assess household income rather than individual income when charging back household benefits through the income tax system.

In Child Benefit the whole benefit is charged back from the highest earner, even if the lower earner isn't earning at all. It seems applying this same tweak to the High Income Child Benefit charge would help make that fairer as well.
