I think it's very much intimidation. He's not pursuing the case in the UK as it is over the 12 month limit. Instead it's in the US and that means he has to prove:
1. It was freely available there
2. It actually damages his character.....

Fully aware (and I still argue the FT17 is an early attempt at power armour!). The ARL44 though struck me as the most Grimdark postwar tank I've seen (although a hover version of the Stv103 might look very eldar).

A good way to look at it is to compare it to the Iraqi Republican Guard. There could be given the cream of recruits and equipment but it does not automatically make them better soldiers. Paying attention to the quality of the commanders gives a good insight into the quality to expect militarily.

For me there is a fascinating interplay of design choices that incorporate evolution of existing ideas, reaction to enemy designs, anticipation of future needs and the current doctrine.
