Depends. There are two possible variants that I can think of. 1. NATO variant - defense alliance similar to NATO with elected commander(s). 2. EU commissioner for defense - elected position. Both variants are similar to what federalized states have - a ministry of defense with appointed command.

Kick them out. Cut the infected limb before it wreaks more havoc. Slovakia and Hungary give way too little for what they get in EU funds.
