The first suit I made was based on a design by maimface.

And if you're looking for a lower barrier of entry, you can check out how far foam and glue can get you. The classic foam bucket head is easy to get started on but brings immense potential.
Just start with something and work upwards from there, I believe in you.

While I fully encourage learning blender, it's quite a lot of work to get into that learning curve.
(Lots of tutorials out there tho!)
Regarding the actual hardware: just look around, there's probably printing services or a FabLab or similar nearby.

I've switched from a Wacom to Huion Kamvas 13 pro not too long ago and it's been great since.
Had some slight issues with calibration at first but I really like it so far.

Probably a cap on top that you can twist to open the can?
Something like a piece of plastic that lifts the tab into the correct position when rotated.

I'm honestly wondering if the application of both might diminish the intended effect.
