Not the first republican to do this, he can introduce anything to congress but gay marriage is still an act of congress. You need 2/3 majority vote to change or repeal an amendment. Even if it get repealed it won’t last long.

A state can’t override a Supreme Court ruling. Many states have tried and failed. It would take an act of congress to repeal.
