Also they can always just go the nuclear option and end the fillibuster which would allow them to get by with 50 votes, leaving Dems out of it entirely.

If Dems vote to open the gov then millions of Americans are going to have to pay more than they can afford for healthcare because the Obamacare/ACA subsidies are not being funded.
Republicans are in charge so they have to negotiate. It is literally their job to do so.
