This worked for me, but it may not work for you. And you could end up deleting ALL of your Apple Notes. So, caveat emptor.

This was really scary to do! Also lost all the creation dates on my apple notes. But it's now been a couple of weeks without disk space growth, so I think it's fixed.

You'll know you have this issue if you find that iCloud reports a MUCh smaller disk space than your Settings -> General -> Storage
