So, while everyone else is arguing about whether P can call up the NG if ICE and CBP can’t do their jobs, this guy is like “no, you can only call in the NG if the whole damn Department of Defense is insufficient“

The statute that allows POTUS to federalize the Ntl Guard only allows it if P is “unable“ to execute the laws with “the regular forces“. Everybody else has been arguing about what “unable” means, taking for granted that “the regular forces” includes law enforcement.

Does this system deliver pay to members of the military? To defense contractors? I assume so, based only on how it's described in this article. It could be that control of this system ends up being the whole ballgame.
