What happens if Bottas runs over that mirror and sends it directly into the crowd or pit lane? Sainz and Hamilton picking up punctures is only the second worst outcome here, F1 got lucky honestly.

Where's the standard though? Debris in the racing line / passing zone should be immediate safety car (or VSC depending on location/gaps between cars). NASCAR race control catches a lot of flack also, but at least you know if debris is on track it's an immediate yellow.
