Reform is having the public debate to change the statute, not cutting $186 B from SNAP to fund tax policies that reduce government revenue and then letting one guy just decide to stop funding the program while Congress looks the other way and continues to not do their jobs.

Also this will be the new reason why cuts to Medicaid, the ACA, and health care are no big deal. Hospitals, doctors, who needs 'em if you've got your own medbed.

Medbeds do exist. In Star Trek and many other Sci-fi stories as a magical way to smooth over plot holes. Anything can happen and poof! Regeneration is super convenient.
