The central issue is who decides & how they decide the limit. That is what UNESCO calls "administrative prerogative" and the wellspring of poor policy & reaction to events.

But part of the issue with American context is the conflation of freedom of speech & academic freedom, as in "The truth is that free speech has limits — it’s why you can’t escape sanction for shouting “fire” in a crowded theater."

UNESCO does say "Higher-education teaching personnel should contribute to the public accountability of higher

It would just cause more inequity, moving a progressive tax system to a users pays.

Yes it is a term special to education (not just universities) but as such it is in the legislation. Protection from administrative harassment isn't. But I take the message from this thread to be that the term must be accompanied by plain language examples.

Not just double the cost. There was also the cost of the redundancies and the socialised costs of the disruptions caused by the redundancies.
