This is a OBM problem not a CPD problem. They have lacked any "Institutional Control" since Rahm. All Budget Directors since Daley either have no idea or actively disdain Public Safety. OBM cuts some stuff and makes the fake Budget number for the year.

Also parts of the Bronx, Queens, Brooklyn and let's not get started about Staten Island ....
