This used to drive me crazy but was finally fixed in MacOS Sonoma: If you have Optimize Storage turned on, you can prevent specific folders from getting offloaded to iCloud by right-clicking on the folder and selecting “Keep Downloaded”

I get that Shin Godzilla is supposed to be bureaucratic satire, but to someone living in an American city without great public transit, it also reads as an ode to infrastructure
